New Foreign Policy Vision Identifies Europe's Fundamental Problem: A Supposed Shortfall of Xenophobia?

Throughout his first term, analysts frequently advised that Donald Trump's remarks should be taken seriously rather than literally. Yet, real-world experience indicate that this approach may have reversed the logic.

An emergent U.S. National Security Strategy alongside a series of statements from U.S. figures, presidential allies, and the former president have sparked what could be one of the most severe crises for Atlanticism, the security framework that has underpinned stability and freedom in Europe since 1945.

From Financial Contributions to Civilizational Fear

Whereas Trump's earlier critique centered on Europe's alleged failure to pay for its own defense, his rhetoric has now evolved into a far more alarming perspective.

Colored by racial prejudice and a staggering disdain for Europe's governing bodies and officials, he has issued warnings about the potential of societal collapse on a continent he has rarely visited and has predominantly viewed from the interior of a luxury vehicle.

"His recent interview devoid of a consistent philosophy is instead replete with something else: the muddled anxiety of an older man facing a changing world."

A conspiratorial worldview, which has shaped contentious U.S. immigration and law enforcement approaches, is now clearly to be shaping Washington's prism of Europe.

The Racist Core

According to this logic, immigration from the global south causes a weakening of European societies, rendering them "weak" under "foolish" leaders and setting the stage for their demise. It constitutes an openly racist theory, with the president's allies making clear their support for far-right movements across Europe.

Although the general thrust of Trump's racial rhetoric is familiar, its meaning for the continent's defense are essential to grasp.

For Trump and his adherents—a group that includes billionaire Elon Musk, who has called for the dissolution of the EU—all statecraft is fundamentally a deal. However, whereas he once claimed was about financial fairness, the new claim is that a declining Europe is undeserving because of its embrace of multiculturalism.

A Self-Fulfilling Prophecy

In his interview, Trump himself connects these dots in a form of wish-fulfillment exercise. He acknowledges that the Kremlin wants a divided Europe. Trump proclaims Europe is weak, and in exposing the rifts in Washington and European capitals, he inadvertently aids Putin by actively undermining European unity—all while denying any responsibility.

This dynamic is playing out at perhaps the most consequential juncture for Europe in decades, amid a brutal conflict in Ukraine and rising provocations elsewhere on the continent.

While Europe cleaves ever tighter to Ukraine facing continuing warnings of U.S. withdrawal, the danger is that Trump has constructed a justifying narrative for ignoring his allies.

The European Response

This situation requires a firm reaction from European leadership. While some leaders, such as Germany's leader, have been blunt in their pushback, including the office of UK Prime Minister Keir Starmer—have continued with a policy of attempting to appease the U.S. administration.

On Tuesday, the UK government refused to criticize the president's remarks about Europe or his renewed attack on the mayor of London.

They said, "He has a strong relationship with the U.S. president and a good working relationship with the Mayor of London, and is focused on working with both to deliver stronger results for the people."

The undeniable truth is that the president intends his words and repeats what he means consistently. It is past time to stop pretending that things are different.
