Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the announcement of a new 28-article proposal for achieving ceasefire appeared – temporarily – to have been defused. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: a renewed assault of missile and drone strikes on Kyiv.
The Rhythm of Negotiation and Warfare
The chain of opposing developments captured the bleak nature of the recent timeframe. By day, diplomatic battles are conducted: optimistic declarations are delivered from various governments. Considerable effort is devoted on containing particular approaches. By night, the Kremlin clearly shows the world that, for them, military action persists as the key method for achieving "resolution".
Nocturnal Warfare
As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor rocket firings from across the border, a capacity enabled by current data. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to counter approaching cruise missiles roared overhead – advanced fighter aircraft supplied to Ukraine by NATO members.
Soon thereafter, Kyiv's missile defense activated: multiple launches deployed against a hostile projectile. This was a sophisticated defense system at work, presumably delivered by allied countries. Every firing shakes the surroundings, causing tremors. The instant of fear quickly becomes resigned acknowledgment: perhaps the hostile projectile won't hit its mark this time, preventing destruction from ruin and additional electricity failures.
Persistent Threats
Following this, a large-caliber weapon fired at a aerial vehicle in the vicinity, part of a rapid response unit – probably allied-provided weaponry. Regrettably, the projectiles didn't strike the opposing UAV – it continued its flight toward its destination.
Intermittently, this continued until dawn. Kyiv faced the morning news: multiple fatalities, destruction and infrastructure problems in numerous residences as a result of the night's assault. As customarily, everyone still continued their routines – experiencing conflict. But those full day encapsulated Ukraine's essential dependence on international aid – a need that European nations are clearly incapable to substitute in the short term.
Unsuccessful Negotiations
The detailed framework from American leadership sparked intense emotion, discussion and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.
Every new approach from American administration unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually win the battle. This trend will, certainly, endure.
Political Considerations
It is tempting to accuse certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. US administration operates on a principle well known to experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The US administration assumes that it is unrealistic to pressure the Kremlin to surrender the areas that it already controls in Ukraine's occupied territories.
The issue is that while recognising this factual reality, American administration does nothing to deter Moscow, through diplomacy or military means, from believing that the situation will not evolve additionally in its favour in the months ahead.
Divergent Views
Therefore, Moscow is convinced that time is on his side – that Ukraine and its allies are nearing depletion. Their incentive to agree to terms that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to end hostilities, but they will continue as long as Russia's government remains supremely confident in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing people and territory but averting a total frontline collapse until circumstances change in its benefit.
Present Conditions
Realistically, there are no genuine requirements for a armistice. Now, subjective factors are becoming relevant: personal goals to broker a ceasefire and secure international recognition, and the government's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any proposal Kyiv finds unacceptable, so that their priority does not move to homefront challenges. And although their objective will now be significantly challenging after recent developments, it remains quite doubtful that this will alter their fundamental strategy.
These two forces are guiding negotiations.
Summary and Prospects
It took a just a single week to eliminate the proposed articles of the current initiative. Forceful and unpredictable management of the matter by Washington, opposition by Ukraine and the rest of Europe, along with pacifying measures of negotiators, and finally, latest revelations, all served their function.
While new proposals based on established approaches are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and demonstrate specific hesitation to modify developments, if they maintain solidarity and enhance their military capacity at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, largely rely on sustained allied backing.
